While Chief Minister Shibu Soren is yet to keep his August 27 promise of providing ration cards to BPL families, this doesn’t stop him from making more such promises. On Diwali eve, he assured rice and wheat to some tribes living in the state. In fact, 45,000 families have been identified as “primitive” tribes in Jharkhand. Apart from them, 29 lakh people living below the poverty line, who were supposed to get rice and wheat at Rs 6 and Rs 4.62 per kg respectively, have been now assured these at Rs 3 and Rs 2 respectively. Once these promises become a reality, the state would need Rs 110 crore per annum and as a result, the non-plan expenditure is estimated to shoot up from Rs 9198.11 crore to Rs 9933.11 crore. The state Government has proposed to borrow Rs 2,150 crore to fund its annual plan outlay of Rs 9652.96 crore during 2008-09. If the full-page advertisements in local dailies to mark 60 days of the Soren Government are to be believed, the state Government has 26 achievements to its credit. These include inauguration of a dance centre, distribution of musical instruments to Adivasi artistes and launch of Mukhya Mantri Food Security project. The work related to the distribution of land records to the beneficiaries of the Centre’s Forest Rights Act, MCA and BCA courses at the BIT Mesra’s Dumka branch, six medical colleges, 14 hospitals with 50 beds each, a pilot training centre at Dumka and 898 bridges that are listed as achievements were started during the Madhu Koda regime.
